You're right: Bobbies generally don't carry firearms. I've read that the British police mandate is to the people rather than the state: it's bad form to shoot your employer. There's other reasons as well, stemming from the history of the police service divided from the army.
The closer you get to a port or border, the more likely you would see an armed cop. Or maybe this fellow is on the wrong side of the law to begin with, part of the large, unsolved Nottingsworthshirington Hill Caper.
